I have a friend who slips in "oh boy" in between his sentences a lot. It's not like an excited "oh boy!" it sounds sort of negative. He's from New York--does anyone know if "oh boy" to New Yorkers is like a euphemism for "this sucks" or something?

It's a hesitation marker, meaning he can't figure out what to say next, and "oh boy" is his way of saying something that gives him time to think. No, it's not "this sucks," it's just a way of pausing.
