To lag behind is to fail to keep pace with.In the context it would mean published matter on school bullying is voluminous but practiacl efforts have failed to keep pace with what has been written.In other words efforts have lagged behind.

to lag behind means not moving /changing/ increasing as fast as others in a similar field. i.e not keeping pace with/ falling behind. In this context it means that literature on how to DEAL with bullying is not as common as literautr that describes bullying. In other words there is more information on what bullying is and why it happens than how to solve it.
