Junior was a term used when a son had the exact same name as his father. (The father being Senior.) It made it easier to distinguish between the two.
eg. Robert Smith Senior and his son Robert Smith Junior.
It is not used with reference to females.

I believe Pathfinder's answer is correct.
Parents can name their child anything they want, with in reason.
I was amused by an actress named Queen, if that was her "real" name, but it isn't. What about "Stone"? Can you imagine a Mom calling "Stone, come home now".

I've never heard it but It's not immposible for someone to call a girl that. If you want to then it's fine, people will get used to it.
