Overview means to recap the story in a shorter format. To hit the highlights. Review means to actually study the subject and determine if it is in the format that you want it to be. You review to check for sentence structure and correct spelling. You review something to make sure it is accurate and concise in it's presentation.

An overview is a sort of preview--telling you what to expect in an article or whatever. Review is a kind of summary--going back over what had already been said/read/viewed....

"Review" observes a body of information or facts to which one had already been exposed; it deals with "past events. "Overview" takes in what lies before you now and has yet to fully understood or learned -it deals with the present experience and often is the first step in organizing data.
