It means get everybody settled down and ready to start the business at hand. For example if a session is scheduled to start at 10am you ideally want everybody ready to START at 10am; not wandering around getting coffee and finding somewhere to sit.

At the beginning of a formal meeting, the person in charge calls the meeting to order, which means that participants are to pay attention and keep to the topics being discussed. If the meeting is scheduled for 7 PM, then the leader opens the meeting on time, not waiting for stragglers to arrive. Those who arrive late are missing out on the discussion and may find that embarrassing, encouraging them to arrive on time at future meetings.
