to whom it may concern means to the person that cares or who it's basically for! For an example I can write a letter to a company attaching my something and telling them about my self! Then before I write anything...I will write to whome it may concern! To who ever woul care or worry about my letter! Another example if I I have a doctors appointment on a school day to let me out early..my mom would write a letter saying to whom it may concern Dominique Williams has a doctors appointment and she will be picked up at this time! People will be concern of why I am being picked up early and things like that!! So it's basically for the main people to be aware of a situation that most likely should be!!

It means you are directing the message to someone you don't know, but you hope that the relevant person concerned will see and respond.
It is usually used as an opening for a reference or other testimonial that an individual will hand to the right person, but at time of writing their identity is unknown.

it's the style of address to use when you don't know the correct name or job title to write to. you use it at the start of a letter.
