It means looking back. Sometimes you hear about an art exhibit that is a retrospective. You would see works from various times in the artist's development of his style(s).

It basically means backdating consent or approval, meaning that you're giving consent now that you would've done then if you'd been in a position to do so, like retrospective planning approval - after the event.
