The Government and the Military Leaders in the past has (CHECK SYNTAX AND VERB) turned away qualified personnel rather being of another race, and gender.

I tried to solve it myself but I guess I'm doing it wrong. Can someone help me? It's for a paper I have to do. I'm writing about "Don't Ask, Don't Tell.'

Because you're talking about the government and military leaders you need to use a plural verb (ie: they have)

The Government and Military Leaders in the past have turned away qualified personnel being of another race, and gender.

Since there are two actors, the government and the military leaders, you need a plural noun -- The Government and the military leaders have turned away ...

The rest of the sentence is also a little confusing. I don't know what "rather being of another race and gender" means here. They turned them away because they were of another race or gender?

You need to get rid of the "the" in the beginning. Also change "has" to "have" because you are talking about more than one person. Also from "turned" all the way to "gender" the syntax is so off that you cannot understand what you are trying to say so I cannot help you there. My suggestion is that you resubmit the question but this time tell us what exactly you are trying to say so we can help you.
