What is meant when you call someone a 'Fish-Face'?

I have just looked up and found one definition on the internet, and that was "to have an expressionless face", but is this the only definition there is for 'Fish-Face' though?

I know 'Fish-Face' could mean that they could have a face that looks like a fish, but I don't mean that definition, just any others!

it is a facial expression of weakness, depressed or being Passive Aggresive, Nowadays this expression is obsolette.
