1. Is there anything like quarter past 11? if yes then what's the difference between quarter to eleven and quarter past eleven?

2. And how would you prefer to tell time when it comes to: 11:15 or 11:30?

Do you say "It's eleven fifteen/ eleven thirty"
or
"It's 15 minutes or 30 minutes past eleven"
or
"It's 15 minutes or 30 minutes after eleven"
or
something else?

1. Quarter to 11:00 or 10:45. Quarter past 11:00 or 11:15.

Where I come from, the common is 15 minute increments, 11:15, 11:30, etc.
