if it's a single homeowner... then homeowner's.
if it's more than one homeowner... then homeowners'.

The general rule is that the apostrophe goes after the word that communicates the number of folks it concerns.
The homeowner's policy is for one homeowner, so the apostrophe goes after "homeowner."

s' is correct because the association consists of more than one HO. referring to policy, it's 's because it refers to just one HO
