A book i'm reading doesn't use quotation marks?

there is a part in this book i am reading that doesn't include quotations in their dialogue. It isn't his style, because the rest of the story had quotation marks in all the right places.
What does that mean?
here is an excerpt:

Your story is one of virtue, he says.
Survival has nothing to do with virtue, I reply.
I am referring to your dignity and courage, he says. We need a human face for our fight, and here you are. [...]
The tension makes me tired. I do not care to fight. When I lower my voice, they all lean forward. I say, I can't speak to your Parliament or meet your King without addressing the bondage of my people.

It appears that it is being related from memory, rather than an actual, real-time conversation in the story.

I think it's because it was more of a political statement, rather than an opinionated statement, so that's probably why this part didn't include quotation marks.

I think it's an error by the printer or the publisher (who should have caught the printer's error).
